to "read down" ってどういう意味なのかをはっきりと説明してくれて
いる文章をあちこち探し回りましたが、なかなか見つかりませんでし
た。

やっと、一つだけ、それらしき説明文を見つけました。どうや
ら、"to read down" という言葉は法律の分野で使われる言い回しのよ
うです。そして、the "reading down" doctrine という言葉もあるそ
うです。

Reading Down
The reading down doctrine states that whenever possible, a
statute is to be interpreted as being within the power of the
enacting legislative body. This means that language in a
statute that extends beyond the power of the enacting level of
government will be construed more narrowly
so as to keep it within the scope of its power.

というわけで、結論としては、他の方がコメントしてくださった通
り、拡大解釈の反対で、むしろ狭く解釈することを "to read down"
と言うようですね。

というわけで、私が最初にコメントしたことは、まるっきりの素人の
