ご承知のとおり、石油化学や土木構造物の大型プロジェクトにおいて、欧米と
日本では、契約方式など業界の慣行や歴史的背景が大幅に異なるので、プロジ
ェクト用語も均等語と輸入語が混在している様です。ご質問に対する回答は、
二つ考えられます。
（１）client (owner)とcontractorとの間の契約書(contract agreement)
で、契約金額、工程表、性能保障などを規定する。
（２）consultantが、feasibility studyを行った後、project proposal
を作成し、clientが、それを検討し、承認し、予算化した上で、bidding を通
じて、contractorを選定する。
　添付の英文サイトを見ると、いずれに該当するのか、イマイチ確信が持てま
せん。ご参考までに。

WEB検索で調べてみますが...)。

どうもどうもです。皮肉を言われているのかも...。ともかくもよろしくご指導

ところで、医療保険分野でもauthorization estimateが使われていますね...。

Native English Speakerからのレスを一つだけ以下にご紹介いたします:

Having read the article you referenced, I see that the term refers to
both
the estimated finances required for a project and the estimated time
schedule of a project; both being estimations that are submitted as part
of
an "authorization package" at the time the project is seeking
authorization, and estimations on which project authorization is based.
(After authorization, a "project definition package" is made, based on
which the project is executed.)

So it looks to me like 「承認時概算」 would cover the term
"authorization estimate"well.
